Pole Attachment Fees. On the heels of some significant practical improvements to Chapter 880 (the rules governing attachment to utility poles), the Maine Public Utilities Commission (MPUC) continues to pursue a reasonable formula for calculating the recurring cost for third party attachers like MFC. After receiving pushback from the largest pole owning utilities, the MPUC ordered CMP, Emera Maine and Consolidated Communications to provide detailed calculations of their pole attachment rates under both the FCC formula and the Maine Chapter 880 regulations. This level of transparency should contribute to a better understanding of the pole owner’s actual costs and help establish a set formula for calculating rates going forward. Knowing the costs for make-ready and ongoing pole attachment fees is critical to third party competitive broadband providers as they expand the reach and density of their fiber networks in Maine.
